I live in Exeter, and have 2 kids (8yr old boy and 4yr girl). There is lots to do around here. Right next door (walking) to Devon Cliffs holiday park is The World of country life' which is expensive but worth it as my 2 adore it and it doesnt normally get too busy..might be good for your younger ones. Has animals, play areas, trampolines, bouncy castles etc
Crealy park is also a very good day out, bigger rides for your 13yr old but smaller rides too. Bicton Park is a smaller place but nice day out. Exmouth beach is lovely and has lots to do.
The train from Exmouth over to Dawlish Warren, Dawlish, Teignmouth is a lovely coastal one. Torquay is good to visit and has a model village, penguin centre and caves. Paignton has a big zoo and water park. Both are near Brixham.
