I would be really interested to see how you got on - I did a similiar thing last year in Akuyerei, Iceland where I shared a taxi with 6 fellow cruisers but of course there are no visa restrictions there.
I have just been on a cruise to the Baltic this year - I do not normally do organised excursions but made an exception in St Petersburg and enjoyed them -although I would have liked longer at some of the attractions. I hope to go on another Baltic cruise next year and might consider getting a visa. The ship docks quite away out from the city centre - it is too far to walk so would need to get a taxi. There were none waiting, as is the norm in another ports, so obviously independent cruisers are not expected.
Some of the Filipino waiters did get a minibus taxi at 1 dollar a head which took them to a disco after they had finished work for the day - but presumably they are on different visa regulations/networks.
