JYW,
The general answer to your question is 98% of the time it is better to buy Euros now at the best rate you can get WITHOUT any charges for returning unused ones. The post office has had a decent rate with no return charge.
The Euro is at its lowest level ever, and to be honest I think I would buy ASAP.
The ship normally gives you a poor rate and on top of that will make a charge of 2.5% for using a credit card.
You will only require spending money when going ashore then only if not using ships tours for transport or getting round. With the exception of perhaps a few for souvenirs or a drink.
