In my experience just about every major car rental company charges extra for drivers under 25 in the U.S. The surcharges vary a lot from company to company, though, so the best bet is probably to just check around. I think rent-a-wreck may only charge $5 a day (provided you're over 21), which I think is pretty good. I also saw http://www.usrentacar.co.uk/under25.htm recommended on TripAdvisor, but I don't know anything about them personally as I live in the U.S. and they're based in the U.K. I assume you're from the U.K., though, so you might want to check with them.
Finally, you might want to check with some independent rental companies, rather than just the big chains. When I was 21 I got a good rate from a small company in Hawaii -- it was much lower than the major chains were offering for someone my age.
