I'd suggest April, May and October to be the most appropriate months to travel to Vietnam, keeping in view maximum tourist activities and the weather side by side:)

Yes david, no doubt Halong Bay is a safe tourist destination for backpackers. Infact all travel tour agencies offer trips for backpackers as well. Its no more a battlefield as people may fear still. Many travellers are becoming aware of the tranquil and peaceful spot for vacationing Vietnam offers:)
